The National Health Insurance Administration of the Ministry of Health and Welfar
Dr. Chung-Liang Shih is the Director General of the National Health Insurance Administration of the Ministry of Health and Welfare since February 2023. He received his M.D. from Kaohsiung Medical University in 1991 and his PhD degree from the Institute of Health Policy and Management, National Taiwan University in 2006.
Dr. Shih was an attending physician of the emergency medicine at the National Taiwan University Hospital from 1998 to 2007. Afterwards, he worked as the Medical Secretary of Taoyuan General Hospital, Department of Health, Executive Yuan between 2007 and 2008. Later on, he served as the Director-General of the Bureau of Medical Affairs (2008-2012) and Bureau of Planning (2012-2013) in the Department of Health, Executive Yuan. After the official restructuring of the Department of Health as the Ministry of Health and Welfare, Dr. Shih continued to serve in the Ministry, as the Director of Department of Planning (2013-2015), Secretary General (2015-2016), Director-General of Department of Medical Affairs (2016-2020), and Vice Minister of Health and Welfare (2020-2022).
Dr. Shih also received trainings at Lee Kuan Yew School of Public Policy, Singapore in 2010 and Federal Executive Institute, USA in 2013.
Through the reviewing digital healthcare and smart telemedicine, the speaker will examine the current policies and programs of digital health innovation. Later, the speaker will present a plan to improve the digital transformation of National Health Insurance (NHI) in order to create a better environment that enhances the health of the people of Taiwan.
Regarding the current status of digital healthcare and smart telemedicine in Taiwan, the speaker will review various aspects, including the laws, MediCloud, the Artificial Intelligence applications of NHI data, the revisions of the telemedicine regulations, the status quo of telemedicine, the virtual NHI card and the NHI APP. Also, the digital prescription and challenges of tele-pharmacy services, and the visions of telemedicine are discussed.
By the end, the speaker will lay out the plan of improving the digital transformation of NHI, detailing the projects that will create a better environment to protect the health of the people of Taiwan, and indicating the goals the NHIA will achieve.
