Dr. Hong-Jen Chang is currently the Chairman and CEO of YFY Biotech Management Company. The primary responsibility of the company is to manage Taiwan Global Biofund which invests mostly in Taiwan's emerging biomedical industry. Before joining YFY Group, Dr. Chang had extensive experiences in health care. During his 16- year services with the government, he held several key positions in the Taiwanese Ministry of Health, including Deputy Minister, President & CEO of Bureau of National Health Insurance (BNHI) and Director General of Center of Disease Control and Chief Information officer.
Dr. Chang is known for his expertise in Health Insurance, Disease Control, Bio-pharmaceutical industry and Health information systems. During his tenure in BNHI, he established the Smart Card System for every citizen’s access to health care.
Dr. Chang received his medical degree from National Yang-Ming Medical College, he also holds Master degree in Public Health from National Taiwan University, and Master of Science in Health Policy and Management from Harvard School of Public Health.
20 Years ago, immediately after the internet bubble, industrial leaders started to worry about the end of the “Global high tech factory model” which has brought Taiwan from an agricultural economy to become an emerging industrialized economy. One question often asked then, was what would ICT’s next stage growth come from? As the history went, everyone went to China and repeated the same old ODM/OEM model and did not need to address this difficult question until now. Today, I am going to show you that there’s a huge difference between the core competitiveness of Taiwan’s ICT industry as opposed to innovative MedTech industry. As a result, , Taiwan need to find the secret formula in order to play a key role in the global MedTech value chain. The secrets lie in the successful introduction of National Health Insurance Program (NHI) and the extensive experiences in the health information system which has accompanied NHI from day 1. NHI now boasts itself as the most cost effective and accessible system in the world. If Taiwan could translate its success and offer affordable MedTech and HIS solutions for all the emerging economies, we could duplicate our previous success and help the emerging economies to achieve their Universal Health Coverage for all the people in the world. In my talk, I will also give you examples of the innovations on this small island that could become the next wave of MedTech revolution for the provision of care in the coming future!.
