Dr. Ray-Jade Chen took up the reins of superintendent of Taipei Medical University Hospital (TMUH) on January 1, 2015. TMUH is the flagship hospital of Taipei Medical University Healthcare System (TMUHcS), which provides world-class patient care and services and has been accredited four times by Joint Commission International.
TMUH provides patient-centered comprehensive medical services with 800 beds, 28 specialty medical departments, 44 sub-specialty departments and 10 specialty centers. We deliver comprehensive and coordinated services by integrating primary and specialty care with research and education.
TMUH is also one of the leading smart hospitals in Taiwan and has been granted HIMSS Stage 6 since 2014. Ray plays a pivotal role in the strategic development of hospital IT infrastructure and has driven its transformation from intra-hospital to a robust IT ecosystem. He has a deep commitment to empowering patient health rather than simply treating diseases. Through expertise in clinical services, hospital administration, and medical informatics, he has championed the use of artificial intelligence and blockchain technologies in leveraging hospital quality, privacy and safety, and towards redefining value-based medicine.
Prior to this appointment, he was Director of the Center of Management and Development at Taipei Medical University (TMU) where he was responsible for the digital integration of TMUHcS IT System. Currently, he is also a member of the Advisory Board for the Development for Healthcare Informatics and on the Ministry of Health and Welfare’s National Health Insurance Dispute Review Committee.
Ray graduated from TMU with a Bachelor’s Degree in Medicine and has also received a Master’s Degree of Medical informatics from TMU. Currently, he is a Professor of Surgery at the TMU Medical School and a world-renowned expert in hepato-biliary-pancreatic (HBP) surgery as well as Trauma and Critical Care Medicine.

As an expert in strategic development of hospital IT infrastructure, Ray has continuously explored opportunities to use innovative technologies (AI, Blockchain, and IoMT) in healthcare. Under his leadership, he has transformed TMUH from a smart hospital to an AI hospital to, currently, a Healthcare Ecosystem.
The COVID-19 pandemic has forced a structural shift in digital healthcare. At TMUH, in light of COVID-19, Ray has led several projects applying technology to the surveillance and control of nosocomial infections, to predicting suspected COVID-19 cases, and to developing telemedicine for hospital and home care.
