Mr. Blake Tsai has been serving at the Taiwan Stock Exchange (TWSE) since 2013. Over the past decade, he has worked in several key departments within the organization, including the International Affairs Team and the Foreign Listing Department. In these roles, Blake assisted in communication efforts with international institutional investors and supported initiatives to promote the listing of companies, particularly KY (Cayman Islands) and TIB (Taiwan Innovation Board) companies. His work contributed to TWSE’s broader strategy to globalize and diversify Taiwan’s capital markets.
Prior to joining TWSE, Blake spent five years at Ernst & Young, where he specialized in auditing and advisory services. During his tenure at EY, he obtained his Certified Public Accountant (CPA) license in Taiwan, further establishing a strong foundation in financial reporting, compliance, and regulatory frameworks.
Blake holds a Master of Science in Accounting (MSA) from the University of Illinois at Chicago. His international academic background, combined with over a decade of practical experience in both public accounting and capital market operations, provides him with valuable insight into cross-border financial practices and regulatory environments.

 

Speech title & Synopsis

Cultivate Business Growth by Listing on Taiwan Stock Exchange 

In this session, Blake will provide an overview of the strengths of Taiwan’s capital market, including overall market highlights, advancements in ESG (Environmental, Social, and Governance), and the fundraising performance, especially in biotech companies.

He will also introduce the listing process on the Taiwan Stock Exchange (TWSE), covering the requirements and procedures for both the General Board and the Taiwan Innovation Board (TIB), which together form TWSE’s dual-engine structure.

In addition, Blake will highlight the comprehensive support services offered by TWSE for TIB-listed companies—both before and after their IPO—to help foster sustainable growth and ensure a smooth transition into the public market.
