Frances Milnes has been appointed as Country President, Novartis Taiwan since July 2022 and relocated from her previous role as Region Head Marketing and Commercial Excellence Head Oncology at Novartis Pharma AG in Switzerland, which oversaw the commercialization of a broad Oncology portfolio across Australia, China, Turkey, Asia Pacific and Middle East Africa. Most recently this involved a rapid and large-scale change management program driving the use of remote engagement as Covid-19 altered the customer engagement model.  With revenues of nearly $2B in this Region, Novartis is a leader in providing medicines for blood and solid cancers for millions of patients. Prior to this, Fran held several leadership roles across both Oncology and Pharma in the areas of Access and Commercial, in both region and global since she joined Novartis in 2011.

Fran is active in policy advocacy and plays leading roles in influential trade groups, she has been elected as Standing Director of IRPMA where she also co-leads the Market Access Committee since 2022 November, and currently serves in the Board as Supervisor in 2024 in American Chamber of Commerce in Taiwan (AmCham Taiwan), as well as co-chair of Public Health Committee since 2023 November. 

Fran has a passion for pricing and market access spending 15 years in this field ensuring a clear value proposition to payers with strong clinical evidence drove early and broad access for patients. Earlier in her career, she spent 10 years as a Management Consultant for IQVIA working with a broad range of multinational clients from Amgen through to Wyeth. 

Fran holds an MBA from Cambridge University and a BSc from Newcastle University.
